Main Tasks

The National Armed Forces have the following tasks:
In fulfilling the tasks, the National Armed Forces shall perform the following measures:

1) ensure the readiness of units for combat and mobilization; 2) prepare personnel and units for participation in international operations and the rapid reaction forces of the North Atlantic Treaty Organization and the European Union; 3) destroy explosive objects and perform blasting work; 4) perform coast guard functions, co-ordinate and perform human search and rescue operations at sea, eliminate the effects of accidents that occurred at sea, participate in ecological surveillance and control of the navigation regime; 5) in accordance with the procedures stipulated by the Cabinet, ensure the State Border Guard with technical means, vessels, and aircraft for the performance of tasks thereof at sea; 6) train reserve soldiers and provide support to educating the youth in the field of national defense; 7) perform special operations; 8) in accordance with the provisions of international agreements, perform the exchange of classified information with State authorities of Latvia and the North Atlantic Treaty Organization or institutions of the European Union Member States; 9) perform the observation and control of air space, territorial sea, and inland waters (except rivers and lakes) as well as exclusive economic areas; 10) organize the representational military ceremonies of the Republic of Latvia and the National Armed Forces and ensure a guard of honor; 11) perform military intelligence at operational and tactical levels; 12) ensure the host nation support to the armed forces of the North Atlantic Treaty Organization (NATO) and European Union Member States; 13) perform other measures for the prevention and suppression of dangerous situations to the State defined in the National Defense Plan.

The Military Police shall perform the following measures:

1) in accordance with the procedures stipulated by the President, ensure the protection (security guard) of the President, his or her family members, the newly-elected President (from the time of being elected until the giving of the solemn oath), the person who have held the office of the President, the Chancellery and the residence of the President; 2) in accordance with the procedures stipulated by the Cabinet, ensure the protection (security guard) of foreign and international organization representatives invited by the President; 3) in accordance with the procedures stipulated by the Minister for Defense shall: a) perform the protection (security guard) of foreign officials and international organization representatives invited by the Ministry of Defense and the Commander of the National Armed Forces; b) perform the protection (security guard) of objects and officials stipulated by the Minister for Defense and the Commander of the National Armed Forces; c) escort military transport columns and guard military cargoes, regulate the movement of vehicles of the National Armed Forces and perform its control (traffic supervision), regulate the movement of other vehicles, and perform its control (traffic supervision) in facilities under the possession of the Ministry of Defense, facilities to be protected and in the places of military events, as well as regulate the movement of other vehicles in the routes of movement of military transport columns to be escorted, transport of the National Armed Forces, and military cargoes to be guarded; d) take care of security at the places of military events; 31) regulate the movement of vehicles in the routes of movement of those persons whose protection (security guard) in accordance with this Law is performed by the Military Police and also in other places if it is necessary to ensure protection (security guard) of the abovementioned persons; 4) prevent and interrupt criminal offenses, administrative violations, and other legal violations in military units or in the places of their deployment, in facilities to be protected, in the places of the residence of persons to be protected, and in the places of military events, and in compliance with the competence thereof establish and detain persons violating the law; 5) conduct a pre-trial investigation within the competence specified in the Criminal Procedure Law; 6) in compliance with the competence thereof to perform the search, the conveyance by force or detention of persons who are evading investigation (participation in procedural activities), those who evade investigation (participation in procedural activities), court, or the serving of their sentences, as well as those who are absent without information as to whereabouts; 7) ensure the accompanying guard (convoying) and security guard of persons detained for committing a criminal offense, if the pre-trial investigation of the criminal offense is within the scope of the competence of the Military Police and the detainee is taken out of a temporary place of detention, in order to perform criminal proceeding activities.

In fulfilling the tasks, the National Armed Forces shall provide support to:

1) the State Security Service - in anti-terrorism measures, as well as measures for the prevention or combating of threats of terrorism; 2) the system of civil protection - in preventive and reactive measures, in measures for the elimination of consequences caused by emergency situations, as well as rescue and search operations; 3) the State Police - for ensuring public order and safety; 4) the State Border Guard - for ensuring the inviolability of the State border; 5) the Cadet Force Centre - for implementing a cadet force interest educational program; 6) State security institutions - for the performance of national security measures.

If a state of exception has not been declared in the State or its part, in case of unexpected military aggression:

1) the Commander of each unit of the National Armed Forces shall undertake the military defense measures in accordance with the State Defense Operational Plan, without awaiting a separate decision on it;
2) the Commander of the National Armed Forces shall immediately undertake organized military defense activities in accordance with the State Defense Operational Plan and shall inform thereof the Minister for Defense;
3) the Minister for Defense shall immediately undertake organized military defense activities in accordance with the State Defense Plan and shall inform thereof the President, the Presidium of the Saeima, and the Prime Minister.

If the authorities implementing legitimate State authority and administration have been liquidated in an antidemocratic way or as a result of military aggression of another State, the following shall be done in the interests of maintaining or restoring the independence:

1) the National Armed Forces, and also other State authorities shall act in accordance with special procedures, appropriate to the situation, laid down in the National Security Plan and the State Defense Plan;
2) the citizens implement civil disobedience by acting against illegal administration authorities.
In case of war declared to the State or military aggression, the President shall immediately: 
1) act in accordance with the regulations of the State Defense Plan, issue orders and directions to the National Armed Forces, State and local government authorities, and the population of the State;
2) convene the Saeima for the taking of a decision on the declaration and commencement of the war.

If an armed attack has taken place, the President requests the collective defense support of the North Atlantic Treaty Organization without delay and authorizes the North Atlantic Treaty Organization to take the measures deemed as necessary thereby, including the application of armed force in order to preserve and restore the sovereignty and territorial integrity of the Republic of Latvia (within the scope of Article 5 of the North Atlantic Treaty of 4 April 1949);.

In the case of extreme necessity in order to prevent harm to national security interests and if there is a basis to believe that the aircraft is being used as a weapon for the destruction of people, the Minister for Defense shall take the decision to perform or not perform a combat action against an aircraft in the territory of the Republic of Latvia.

In the case of a threat to national security, the Cabinet is entitled to take the decision on the involvement of the National Armed Forces in the maintenance of public order and liquidation of the consequences caused by the threat.

For overcoming a concealed military threat during peace, if military means are used, the Cabinet may assign the Ministry of Defense to lead the measures for overcoming the threat in a restricted territory in accordance with the State Defense Plan. If the Cabinet is hindered in fulfillment of its functions, the Prime Minister shall decide thereon. If the Prime Minister is hindered in fulfillment of his or her office, the Minister for Defense shall decide thereon.
